To all the folks in the comments talking about the driver - it looks like it was a 75mph zone.
At 75mph, your reaction time before you start braking is about 165 feet.
Then add another 400 or so feet to actually stop
Low beams illuminate about 200 feet.
You ain't stopping.

It is commonly used in england.
It is far, far superior to phillips - which is intentionally designed for the driver to cam out for incredibly stupid reasons.

1: it looks like he may be intentionally giving it stupid inputs for testing purposes
2: always hard to tell how big an incline is on video, I suspect it may be steeper than it looks
3: steep concrete/stone covered in dirt is pretty slick
