In the US at least, gender neutral bathrooms are single user, and you might have two or even three of them.
there aren't any multi-user "gender-neutral" toilets that I have ever seen (outside of old, unrenovated, previous frat house college dorms, and that was 30 years ago).

China won't mind Russia being taken down a peg, but they don't want to be the only effective rival to the US - too exposed. I don't think Xi is egging Putin on at this point.
