The department of labor classifies jobs skill levels based on how long the job takes to learn, including education, training, and on the job experience. So many heavy labor jobs are actually highly skilled. Those hammer strikes take time to learn so are at least semi skilled.

Yes, jobs that can be Learned in 30 days or less are considered unskilled, one to six months semi skilled, and more than that are skilled. That includes education after high school, but can include vocational or business training in high school.
