I don't think it is fair to compare FL and NY. NY has higher use of public transport and much higher population density in and around NYC, where the transmission rates are obviously very hard to control no matter what you do, since millions ram into trains and buses daily.

This FL bill has nothing whatever to do with "Don't Say Gay". It bans schools from exposing the 5-6-7 year old kids to the sexually explicit materials at elementary schools (gay or straight). Parents can discuss whatever they want with their kids at home. Not on taxpayers' dime.
