This is true with 2 major caveats.
1. Many of the sentences given to Jan 6th attendees are grossly inflated and unjust.
2. We're witnessing violent assault cases in major cities with very little sentencing given to the perpetrators.
I believe this is the heart of Tim's point.

Just sheets of anything, plywood, fiberglass, metal. Likely builder incompetence, but could have been a number of things. Late delivery, delayed work. A good rule of thumb is to sheathe a floor before moving to the next one, or before you move onto the roof.
