I've worked in "progressive" offices like this, when visiting customers. They were single occupancy, fully enclosed rooms with sinks.
But they are disgusting. Urine all over the seat or the toilet itself if the seat is up. The smell of men lingering.

The school has a duty to enforce single-sex spaces. Boys cannot use the girls changing rooms, for example, under any circumstances.
Alternative arrangements could be made if that's practical, but not one that violates female pupils' privacy and dignity, of course.
