That is the arrangement he and Tesla agreed to, yes. Why is this "bad"? It's all just stock options anyways - not REAL wealth or money - until he chooses to sell them, in which case at that point he will be taxed a LOT (I believe around 53%). So what is the issue here?

Half correct. It flies under a different identity so finding that single identity takes effort in the form
of bots and algorithms using historical data to guess which plane is Elons. So while the info is public, finding out specific flights when they use a different ID is hard.
