Accounts that have repeatedly been Community Noted should be ineligible for monetization. A lot of the viral false information and bogus media that have been posted in the last few days have been ad revenue cash grabs from blue check accounts.

This is not true. Nobody stops researchers to fundraise required money and/or to negotiate a better deal. It just makes sure that they use this data for purposes they declare because they will have to be accountable for donations
As Twitter limits access analysing the platform, researchers will be deprived of information on political hate speech and incitement to violence. That will have real-world implications for tracking election meddling, disinformation campaigns and human rights abuses.
