Speaking to a Head last week, near 25% of the incoming cohort has EHCPs. Not just SEND - that list is bigger still - but EHCP. Either this system is broke, or there has been such a huge rise in special needs and disabilities that there needs to be a full national enquiry

As our objectives say - no accountability #fixSEND and our children’s needs must be kept at the centre of assessment.

@louderry A gentle reminder that Lou means there are more SEND private schools funded by the taxpayer via EHCPs. The local authority reclaims the VAT. Mainstream private schools with parents paying VAT are down. Along with pupil numbers. Why would there be more schools with fewer pupils?

@ianrileyENG Any reason you are including SEND private schools where fees are paid by the LA via EHCPs & VAT reclaimed? We are talking mainstream private schools funded by parents. They are down & not opening. How you can imagine pupil numbers down >25k & no schools will close is beyond me.

@stone3Clare @TheScholar44 @louderry Yes I’m sure it’s fairly easy for a parent to find the £61,155 + 20% VAT to self fund their child at this SEND private school. Even though the school only accepts referrals from the LA. 52 pupils. All with EHCPs funded by the LA. This is one of the new PS Lou is talking about.

@WaterOrtonSteve @ReformShireHall The vast budget paperwork has EHCP bits on page 90/1 and p122/3 https://t.co/aZCVoJGeky There is a lot of work ongoing to speed up EHCPs which is then excessively panicking the financial modellers. The government needs to fix funding quickly and should get details soonish.

This is Pump Up the Volume stuff. Schools take money for the most needy children and use it for themselves. We've seen this in Bristol with off-rolling of students after they've been admitted with EHCPs. Let's investigate more of this, please.

@EnarialP @RobbieRinder @Miss_Snuffy Yes, the SEND pupils with ‘mild’ needs that don’t need support. Ensuring legally required support is in place for complex SEND/EHCPs has nothing at all to do with ‘complying with school rules’. That says it all about your attitude and understanding of SEND.

@StarlightMcKenz @bennybennett8 @PCamhs D was in independent specialist that opened throughout. Maintained special schools closed week before lockdown. Our LA called all those with EHCPs weekly considering that sufficient, me included even though d was in school.

@warwickmansell £530k for one academy CEO. EHCPs “too expensive”. SEND support “not possible”. Procurement rules bent. Oversight deemed “adequate”. This is what centralisation without accountability looks like.
