ANC commissioner in 2A01, geog nerd, gw alum | NoVa to the Bay Area to DC | decommodify survival | gooner for life | views mine, unfortunately (he/him)
As far as I can tell, I'm the first Filipino-American to serve in elected office in the history of the District of Columbia. I am deeply humbled, but hyper-aware that the experience of my ancestors here necessitates that I fight for a just, liberating city. lemme explain:
There are people at work today around the Capitol. Working in retail shops and at restaurants. Staffing hotels and cleaning rooms. Mostly Black and brown, mostly residents of DC. and there is no plan in place to protect them. None.
When we want to remove one parking space for a bike lane, the whole community gets extensive opportunities for input. But when the Mayor decides to evict hundreds of unhoused people before they've received housing, unhoused folks get no real opportunity to comment.
Made it through the night. Most of Congress is on vacation while millions of eviction cases are getting processed right now, and thousands are at the mercy of the speed of cops to carry out their evictions. EXTEND THE MORATORIUM!!!
Two days ago, another individual passed away in the encampment in my single-member district. His name is Robert Stephens. Another unhoused resident found him in his tent and is deeply distraught. He called me late Wednesday night to share the news and ask for help. (1/)
DC (and every other city!!) needs to bring back paid COVID leave ASAP. We are careening down a path of deep economic suffering once again unless we pay our workers to get well. Our unpaid leave policies simply aren't enough
FINALLY my roommate and I test negative + are officially out of quarantine. DC Health is now recommending that I eat spam egg and garlic rice and drink straight henny while I brainstorm organizing strategy tonight.
Hi friends - so I've tested positive for COVID (fully vaxxed). I'm so terribly sorry - I know I've been in several spaces over the last week and can assist anyone with contact tracing.
This pandemic is so, so, SO far from over.
Unhoused folks are people too. Meet them. Talk to them. Become friends with them. They're neither some abstract "issue," nor a group of conniving criminals, nor a drag on your property values. They are human beings.
Two Black children struck by a car on Miss. Ave. SE on their way to SCHOOL, while Jersey bumps that could be used as safe infrastructure are instead used to harm mostly Black unhoused folks @ NOMA. We have to speak the truth - this is what institutional anti-Blackness looks like.
Or...just talk to us! If we're being loud, ask us to quiet down. If there's some trash outside a house w/ GW students, knock on the door and ask us to pick it up. We're all neighbors and GW isn't our parent - we can build a better neighborhood together.
Wishing our
@GWTweets
&
@Georgetown
students & staff a safe and joyful return to campus (and to Ward 2) for the semester!
As we welcome neighbors back, please remember that you can call the Universities' helplines for noise, trash, and/or other neighborhood concerns. 👇
Borger Management's CEO is a member of
@MayorBowser
's "rental housing market strike force." And here they are, violating DC law prohibiting housing discrimination on the basis of income source. And straight BRAGGING about it on a flyer. Cute.
Everyone in a tizzy about DC's criminal code revisions, but the criminal code hasn't been changed like this in decades. During that time, crime rates rose, dropped, rose again, plummeted again, etc. Maybe...other variables...other than prison sentences...determine crime rates?🤯
Every CM who voted to keep evicting encampments should be required to explain that vote, face-to-face, with every person that faces an encampment clearing. Go down to encampments, talk to people there, and explain why it's important that they be removed.
how about teachers??? and librarians??? and social workers??? and case managers??? and mental health workers??? and violence interrupters??? and the dozens of other professions that keep us safe and whole??? where's the money for them???
Almost every CM signed onto the very straightforward letter telling
@DMHHS_DC
to no longer use heavy machinery at encampments. So DMHHS brought a bigger bulldozer than last time.
A little update from me: still testing positive, still feeling run-down, hard to breathe, and congested. Really thankful that it still doesn't look like I passed it on to anyone. Even if you're vaccinated, PLEASE keep wearing your mask. You don't want this. This is rough.
I'm getting more and more reports that officials in
@MayorBowser
's admin are planning on permanently evicting the largest encampments in DC, including around 20th+E. I'm trying to get as much info as possible - if you have some, drop it here. Here are some disorganized thoughts:
the PH is a footnote in US textbooks, but we helped build this country, largely against our will. the US extracted PH talent and resources in nursing, agriculture, mineral resources, etc; exploited its strategic military position; discarded PH vets that fought in WW2
Absolute lies. A peaceful civil disobedience demonstration, a VIGIL, with small tea lights and prayers and chants, was violently dispersed by Capitol Police. This crackdown energy is reserved only for ppl protesting US empire, never for fascists
Right now our officers are working to keep back approximately 150 people who are illegally and violently protesting in the area of Canal Street and Ivy Street, SE. Officers are making arrests. All Members have been evacuated from the area. Please stay away from the area.
Someone called the cops for a "drug deal"...in Foggy Bottom...for a guy picking up something from a car that stopped in front of his house. This "weed is causing crime" narrative is absolutely out of control - and honestly, it's wasting our money.
It is enraging how so many people in elected office in DC think, deep down, that homelessness exists because people made bad decisions. Homelessness is not a choice one makes. It is a policy and market failure. It's an indication that society believes the poor should suffer.
Only 12 out of 60+ residents of the L & M St encampments have been connected with housing as of the October 4 eviction deadline set by
@DMHHS_DC
.
Orange traffic barrels & caution tape ensure that nobody tries to pitch a tent in the new no-tent zone.
we can't forget: when the US colonized the PH, Black folx in America spoke up against imperialism. the Civil Rights mvmnt won immigrant rights for Asian-Americans+others in 65. Black and Fil-Am students, among others, fought together for ethnic studies + control in universities
"In June 2021, after initially refusing to confirm whether it had used tear gas munitions, the Metropolitan Police Department (MPD) admitted in court filings (in a litigation brought by protestors and the ACLU) that the MPD had used tear gas against protestors on June 1."
I’m running. Are you with me?
DC residents know how to rise to a challenge. When the pandemic upended our lives, we didn’t panic, rather we put on our masks, took care of our neighbors & persevered. When Trump attacked us with rubber bullets & tear gas..
and now here I am, a contradiction: an American-born kid of Filipino and French immigrants, incessant critic of all three states, and swearing an oath as a public official to a country that saw my ancestors as subhumans to be subjugated
tomorrow evening at 6pm, ANC 2A is having a special meeting to discuss the sale of a GW dorm to DC govt to open a unique non-congregate shelter for unhoused people.
It's a great idea from
@DCHumanServ
, but it looks like my wealthier neighbors are organizing against it. thread:
For the first time since 2016,

After a marathon meeting of amendments, ANC 2A came together to resoundingly support converting the Aston into a non-congregate shelter, and push for mechanisms to make sure the community has input at every step of the way and can be great neighbors.
A victory for everyone🙏🏽
At 11:16 PM, ANC 2A has adopted a resolution to support the creation of a non-congregate shelter at Ashton Hall in Foggy Bottom.
This is great news. But the fight to make sure this moves forward is far from over.
Folks should buy
@Yannik_in_2A01
and
@TruptiANC2A03
some coffee!
Bonkers that folks say that they care deeply about unhoused folks, but then exclude them for their definition of "neighbors" and accuse them of drug dealing, crime, creating "health hazards," etc. It's really one or the other.
Folks are on the street primarily because they've had traumatic experiences in shelter/transitional settings - that's such a basic piece of knowledge that someone can get by spending a few seconds asking a person at an encampment.
Happy to announce that I'm running for re-election in 2A01.
Our quest to keep neighbors housed and turn Foggy Bottom into an affordable, green, transit-rich, and vibrant neighborhood is still in full swing - and I'm hoping we can bring along as many ppl as we can in that effort.
This redesign is not at all what ANCs on and around K Street have been fighting for for years. Bait and switch again, against what the community has fought for
Revitalizing downtown is 🔑 to

The K Street Transitway will make downtown safer, less congested, more reliable, and more beautiful.

the struggle against displacement in Fil-Am neighborhoods owes its strategies and success to the struggle against displacement in Black neighborhoods. these shouldn't be viewed as debts; they are proof that our liberation is intertwined.
I don't understand why there simply was no endorsement. They literally admitted that she's bad on road safety + didn't engage at all with the mismanagement of the programs she put in place (for example, HPTF funds going to poorly-rated projects and mostly market-rate units)
anyway, thanks for coming to my rambling t*d t*lk. check out to learn more about what i'm talking about in the last tweet + the Philippine Human Rights Act, it would mean a ton <3
when the US colonized the PH, thousands of Filipinos came to DC. some were students (the "pensionados"); others were nurses, dockworkers, soldiers, deskworkers, housekeepers. they had no say in the government that colonized them, even when in the US
The "article" is a recap of Twitter debates and political posturing and does nothing to answer the racist, classist question in the headline + parrots
@MayorBowser
's lies. Here's the REAL story about street vendors in DC: 🧵
In the last few hours I've gotten three texts about being in close contact with three separate ppl that just tested positive. If it wasn't before, the mask mandate pullback is looking straight silly right now
To not fund vouchers is to condemn unhoused residents to death on the streets - full stop. Anyone in elected office should know what they're voting for. We've lost three unhoused folks this year at E St. alone. I'm fucking angry. There's no time left for minced words.
when the US govt fails, they redirect blame to the chief victims to save face. the poor are blamed for being poor. the unhoused are blamed for being on the street. the Afghans are blamed for not fighting. it's a truly cruel American tradition
Virginia slid all the way backward not primarily because of some substantive policy issue, but because white parents don't want their children to learn about people of color. America's racism is simply exhausting.
in many ways, DC is like the Philippines then: lacking self-determination and a say in nat'l affairs, ostensibly bc of a high population of POC, and at any time subject to the imperial whims of the federal gov't. not far off to call DC a modern-day colony.
For-profit housing developers, property managers, etc. have so much impunity - not just in DC, but everywhere in the US. Code violations, racial discrimination, harassment, blockbusting, wanton evictions - they face minimal repercussions AND are touted as saviors
It's impossible to get housing in a week in DC - hell, it takes more than a week between when DCHA finishes an inspection and the lease-up date. The only humane response here is to let them stay. Please make sure this happens,
@CMBrookePinto
.
National Park Service has scheduled to begin renovations at Burke and Gompers Park next week. I have asked DMHHS to prioritize those staying in the parks for shelter and housing and to expedite any current voucher applications before the start of the school year.
Soo hundreds of DC tenants have faced months of delays in receiving rental assistance, with stress and landlord neglect piling on. Earlier this month, a group of tenants braved the rain to rally in front of DHS and ask - where are the checks? and here's what happened: (1/14)
@CMBrookePinto
@ChmnMendelson
@councilofdc
You all have a choice. You can do all you can to get people off the streets, raise taxes even just minimally on the wealthy and fund $66m in vouchers. Or you can condemn more people to death. It's all about choices, right?
I got hit by a driver on Tuesday as he sped through a right turn at a red light w/out stopping, 18th and Penn NW. I was on my bike. I'm fine, but if I had been a millisecond earlier, I'm not sure if I would be.
And
@DDOTDCDirector
you're concerned about drivers' road rage?
Silverman asks about eliminating right on red
Lott says we have to make sure it's appropriate
Silverman: Where wouldn't it be appropriate?
Lott, essentially: It's not always safer to make drivers wait, and if they get frustrated they'll hurt people. 🙄
Really frustrating to watch Councilmembers fight tooth and nail against the tax increase proposal, then turn around and take credit for the programs it'll fund. Can't get slimier than that. We remember.
DC is a racist, violent city, with barely any say in its nat'l gov't. no ANC, no CM, no Mayor alone can solve our problems. each one of us has to step up if we want to win - thru mutual aid, solidarity, taking control of our budgets + planning, etc
@MrWedekind
Today, my lunch was cold and my boss yelled at me and also there's a bike lane outside. Do you think it is caused by the Protected Bike Lane? Be honest.
DC police union going after a man who did the bare minimum - add extremely reasonable use of force restrictions on MPD - and blaming that on the rise in crime. after MPD killed several innocent people in the last couple years. They're so desperate to put the blame anywhere else
one more thing: it's not lost on me that the State Dept. lies in my single-member district, where bureaucrats sign off on arms and military aid to the PH govt which ends up killing and violating the human rights of thousands
Last Wed., ANC 2A passed my resolution opposing the proposed provisions of CM Pinto's ACTIVE Act that would expand search-and-seizure powers and pretrial detention, and supporting pretrial diversion strategies. We have to focus on violence's root causes, not create more harm. 🧵
I'm dreaming of social housing in Foggy Bottom. We're surrounded by incredible resources but 3.3% of our housing stock is affordable. Love this plan 🙌🏽🙌🏽🙌🏽
Now is the time for policies that put our people and our planet first.
Today I am introducing the
#GreenNewDeal
for Housing Act to create social housing in the District and the
#GreenNewDeal
for a Lead-Free DC to accelerate the removal of lead service lines in our city.
Deeply honored to start in July as
@mlovdc
's Labor Program Coordinator. We've got to work in coalition w/ immigrants of all backgrounds, Black native Washingtonians, and others to build the liberated future this state(!) deserves. Power to immigrants, power to the working class✊🏽
People are legitimately losing hope that they'll ever get housing. We desperately, desperately need to expand the capacity of DC to house folks on the streets by expanding permanent supportive housing+targeted affordable housing (and nix landlord-enriching time-limited vouchers)
Thanks to Commissioner
@Yannik_in_2A01
for supporting our demands to invest $100 million to end chronic homelessness for 2,761 individuals and 432 families in his testimony before
@BrianneKNadeau
today.

The most highly policed city per capita in the US doesn't need more cops with guns. It doesn't add to safety - it just perpetuates violence.

hi everyone - it's looking likely that we ran it back in 2A01 with a second term. before we get final results though, I want to truly truly thank all my incredible organizing and ANC mentors in this city. I'll be missing ppl as always but needed to get this off my chest.
So the dark red is Columbia Heights.

today, especially honoring those veterans, mostly folks of color, who had no viable economic future other than fighting in politician-led, pointless, and often illegal wars. may we honor them by ending war and ensuring true economic opportunity for communities of color.

@rkfatheree
@NursesHealDC
last night my building had Trump supporters outside their hotel yelling and screaming until well past midnight and cops protected it as "first amendment activity." absolutely disgusting.
Just came back from hanging w a friend who we helped move into his first apartment after living on the street for five years. The sheer joy was palpable. As was the outrage at the fact that some of his friends would be displaced from an area that gave him the stability he needed.
0.125%. If my math is right, that's $3125 per year per person, or $8.50 per day per person. Would you spend $8.50 a day if it meant people on the street could be housed?
Janeese Lewis George, Brianne Nadeau, and Charles Allen will propose a tax increase tomorrow.
Lewis George tells me they will propose a .125% increase on single earners who make $250k or more, .3% on those earning $500k, .65% on $1 million, and 1% on $1.5 million +. (1/2)
Most ppl that hate the presence of the unhoused are oblivious to the fact that most unhoused ppl haven't received stimulus checks, unemployment checks, or other assistance during the pandemic. They are living proof of the laughable weakness of our social safety net
the traffic lights here came too late to prevent this crash. this is so infuriating as successive generations of ANCs have begged for this dangerous intersection to be made safer. this. was. preventable.
all of these congressppl are in an undisclosed location, all together, meeting with each other, stress levels high, coffee all over the place.....it's one big model un unmod caucus
@alexfor2f08
You worked to organize us in ways very very few ANCs have ever even attempted. This is not failure, though it feels like it. This is the system working as it intended to all along - and you had the guts to fight it with us. So much love and strength to you and Burke residents <3
Less than 4 hours left until STAY DC closes - spending lots of today filling out applications last minute, especially helping folks who had no idea the program existed. It's a race against time. It shouldn't have to be this way.
80% of DC residents: can we talk about increasing taxes on the wealthy
Conservative CMs: no
Allen, JLG, Nadeau: let's pass a tax increase
Conservative CMs: we haven't talked about tax increases yet
"pedestrian violation" enforcement....in a school zone....instead of installing speed bumps on every street around a school, implementing road diets, building bump-outs + raised crosswalks.....no words here.
I feel compelled to defend my SMD - what makes our corner of DC suck is the federal government and the highways. but we have cute parks, good people, and some cool new bike lanes🥺
Hi all - because of the uncertainties surrounding
@DMHHS_DC
's encampment pilot, ANCs representing affected encampments are convening a forum on short notice this Wed (9/22), 5pm, with DMHHS officials. Use this link to access the Zoom:
But everyone should call their Councilmembers RIGHT NOW and DEMAND that we fund $66 million in permanent supportive housing vouchers to meet the need of chronically unhoused folks. Housing doesn't just end homelessness. Housing saves lives. Check out
@thewayhomeDC
for more
If an encampment resident wanted a hotel stay tonight, DMHHS won't give it to them. They'll only offer it when they evict the encampment, at a specific hotel, for an unknown amount of time.
That's not Housing First. That's Housing when the government thinks it's convenient.
Really makes my blood boil when folks speak for encampment residents, but spend "15 minutes" at an encampment. What if I spent 15 minutes in your neighborhood and spoke for you?
So many of my constituents living at E St. have asked for better access to shower facilities, washers/dryers, etc. What if we funded mobile shower/hygiene trucks for our unhoused neighbors in FY22?
