This is a glitch in the display because when the DMV website was designed, they did not think they would need numbers beyond $99,999. They're trying to fix it now. But there is no "too big to fine" loophole.

We could almost double the value to the US of the H-1B program by getting rid of the lottery, and just allocating visas to the applicants with the highest comp. If an American company is willing to pay you very large sums of money, you're in.
The economic value of the H-1B program could be increased by 88% without changing the number of visas if we stopped giving them away at random.

I know it makes me sound argumentative and obstinate, but most people on the left do not want this. They want the discretion. Most of them criticizing Carr today were happy Lina Khan was made head of FTC and wanted to junk the consumer welfare standard.

We know how it works. We are against how it works. We have spent decades arguing against the FCC's content rules. It takes a special sort of smug cluelessness to blame this longstanding, frequently stated position on "Trump Derangement Syndrome."
Think I'm most disappointed by the Trump Derangement Syndrome expressed by libertarians and Never Trumpers who either don't know how the FCC works or don't care because they want liberal media elites to like them. They are the most pathetic.
