It's clear now that Emergency Powers are not needed at all in government. After all they don't seem to have any issues speedily issuing tax payer money to other countries in the form of "aid". If they can do that, they can handle any emergency without special powers.

You need both. Someone to plant the seeds & another they get mad at to speak the truth.
Then 1 dark & painful day, that seed will sprout & an "original" (humans have very few original ideas) idea of the truth will pop in (they think is their own). They will then accept the idea.
