One reason it's no cycling (there are many more) is that it is not wide enough for that to safely happen (pedestrians have to stand in if they meet a an adult and pushchair coming the other way. Regardless no cycling means no cycling your opinions carry no weight.

One reason that it's a no cycling path is that there is simply no room to safely pass a pedestrian whilst cycling in that location so it's not an option. It's therefore to narrow to safely pass person person bike. It's one of many reasons that it's no cycling.
