Terrible idea. MPs should be in the Chamber for as long as possible to listen to other speeches, intervene and debate properly. A series of sterile, pre-prepared statements is not a debate.
NEW:. Govt officially backs proposals for "call lists" in the Commons indicating when MPs will be called to speak . It says it wants to give MPs greater certainty but also encourage "meaningful debate, rather than simply using the chamber as a backdrop for social media clips".

Very sad news. So many great memories of his time in the Government Chief Whip’s office. An outstanding public servant.
