that’s not what the legislation says. What you quote is a police interpretation which is not the law. The police don’t decide when a crime is committed. The courts do if there is a prosecution.

the challenge is converting that support to delivering independence. the SG must extend the devolution powers to their limit by raising public funding using s 80I of the Scotland Act and decline the Block Grant.Much more can be raised by AGFRR

Time Scotland followed Finland’s example and held Housing Expos every year. Great way to improve housing standards and gives towns an extra 100,000 visitors when they host it . They are self financing too

AGR will make land available so everyone can have an acre or two to build their huts and reconnect with our land, and at no cost to the public purse.
If land owners wish to avoid paying the AGR there only option will be to release the land they can't make a profit on.

Your Dad was also assistant minister of Paisley Abbey. Over a number of years a group of Paisley business folk secretly bought all the old tenements round the abbey then presented them to the Town Council to demolish and layout the lovely grounds we have today.

Land costs! Land would be very cheap if the SG would introduce AGFRR.
The 2nd is materials and skilled trades. Why
can’t prefabs built to Scottish Building Standards in South Africa which could be shipped to Scotland?

But if the SG introduced AGFRR now then it could create energy installations as a separate land type and charge a rate which corresponds with their high profits. The funds obtained could then be used to mitigate energy bills

Post COVID there will be private claims from the families of people who died in care homes.
As a result any enquiry will not reach conclusions until these cases are processed through the courts, so the cost of starting an enquiry now is a waste of public funds.

I was on the Citizens Assembly on Climate Change. There were gaps in the advice we were given. There was no consideration of the effects of war and the defence industries on Climate Change. The UK government's response to the Emergency was not interrogated.

The Crown Office should be the subject of an inquiry by the Lord Justice General. That would prove if there had been any attempt to force the independence of the CO to pursue cases. Given the admission of malice in the Rangers case suggests potential criminal conduct.

This could be easily achieved if the Scottish Government introduced AGR on all land and property charged per square metre. Land owners will be falling over themselves to release land for nothing if they can’t generste the income to pay the AGR on their estates.

This matter will never be exposed until some one is charged by the Crown Office under the Scots criminal common law is a very flexible device which can accommodate charges for prima facie nefarious activities not specifically statutory offences but can still be prosecuted.

There is a legal route. Fight the GE as a vote for Indy. Then SNP MPs dissolve Union and become provisional gov. Meantime SG controls Sc Economy and raises all public funds by introducing AGFRR under existing Dev powers . Sorted, but needs a bit of smeddum!
