Including social value within procurement is critical. It shouldn't be dropped. What the MOD is very bad at doing though is evaluating things that don't fit in a spreadsheet, and holding suppliers to account once appointed. Same goes for most of public sector.
Exc: Proposals drawn up to end procurement paralysis, include axing "social value" requirements. Large companies are easily able to "game the system", reducing competition, say critics. And even though the MOD is legally exempted from "social value" scoring, it's got live

Ofgem has flunked a chance to cut consumer debt. They ignored the Energy Committee’s recommendation to use £4 billion of excess energy network profits to write off £4 billion of consumer debt, both of which resulted from Putin’s 2022 invasion of Ukraine. Completely inadequate.
