Your regular reminder that the "Laffer curve" is just maths. If economic things are plausibly continuous functions, it has a maximum somewhere - which we need not be past. But the mechanism is people reacting to incentives: tax something and you get less of it, slowly or quickly.
In 1978 Labour taxed the rich at 98% on savings income and 83% on “ earned”. The richest 1% paid just 11% of total income tax. Now at 45% top rate they pay 30%. Higher rates lose you rich people and cost you lost revenue.
