I assume to some extent it's because the media outlets that would know are worried about playing into certain tropes. But it's hard to overstate how cut out Reeves -and her SpAds - seem to be from the overall budget preparation process.

One part of the budget story that seems to have been largely overlooked in coverage thus far is that we quite literally have a lame-duck Chancellor. I've heard from quite a few Treasury people now that Rachel Reeves is the least involved a Chancellor has ever been in a budget.
