I have a question about etiquette when emailing city staff. Is it rude to address e.g. a chief of staff or a public works employee with "Hi John"? Using "Mr Smith" feels so outdated, but I do notice city staff reply like that even when I sign with my first name only at the end.

I'm not a "the government is incompetent at everything" person, but things like this make it easy to understand people that do believe that.
