Imagine if there was a unified Arab political order prior to 1974. If Muhammad Ali's Egypt Eyalet created that Arab empire. If 1969 Nasserist coup in Saudi Arabia was successful. There would have been endless wealth to develop the Arab region making it a competitive great power.
Western officials and Saudi leaders were conscious of this problem, and the preferred solution (for basically everyone) was for Saudi to park their money in Western markets while spending whatever they could on productive enterprise (in many cases, hiring Western firms).
