Houston sees ~23 pedestrians killed for every fire death. Auto deaths are 36 to 1. In return for slightly faster response times Houston has a pedestrian death rate 7x that of Paris and auto deaths of over 10x. Speed of response is a sacrificial altar.
Remember life safety is measured by speed of response, not the actual number of injuries or deaths you’re responding to. A 5 minute response to a dead pedestrian is superior to a 7 minute response to a minor injury. That’s life safety. PS - the actual response time in Houston
