Our study on the coal phase-out in Germany is out now in the current volume of JAERE. We quantify welfare losses for employees and recommend that policymakers should rather compensate by subsidising job changes instead of early retirement. Thanks to @lukehwd & Nicolas Koch!

Coal phase-out could be cheaper than currently implemented in Germany - @MCC_Berlin Study quantifies welfare losses for employees, says subsidised job changes offer better compensation than early retirement https://t.co/bKTMRoujxG

📢 Out now 📢 in the May 2024 issue of @JaereAere: "The Welfare Costs of Job Loss and Decarbonization: Evidence from Germany’s Coal Phaseout" by Luke Haywood (@lukehwd), Markus Janser (@MarkusJanser), and Nicolas Koch Read it here:

Abstract Job losses in fossil industries are often prominent in climate policy discussions. Why are job losses costly? Who is most affected? How can welfare costs be reduced? We present a simple job...

Very interesting read on German fiscal policy. The legal accounting logic is not a good framework in times of multiple crises.

Germany isn't facing a debt crisis, but a crazy budget crisis triggered by the ruling of our constitutional court. Here's a🧵what this is all about. In the media you read about 60 bn unused "Corona debts" shifted to a climate fund. But actually, the issue runs much deeper. /1

Kudos an M. Kellner, @ChristinaRoolfs et al.... https://t.co/SS0erpVJAD

@FuestClemens @Dominik__Sachs 1. #Klimageld: https://t.co/ZtJufodrKy

Hydrogen heating was always going to be a non-starter, the UK government tested it nevertheless, confirming what many had warned previously. Don't take the hydrogen industry's (or the European Commission's) claims on future demand for hydrogen for granted...

@MartinCallanan @JacobYoungMP @BenHouchen A sensible move, in line with the science and economics. The more the locals in Redcar learned about the implications of hydrogen in the home - cost, disruption, safety, air quality, etc - the more they were going to object to the trial. Good move to give them certainty today.

Debate in Germany on climate dividends heating up after gov't decided (rightly) to increase CO2-price but without redistributing revenues to affected households. The German gov't can rapidly pay out climate dividends if it wants to. We've heard enough excuses, let's go!

So you thought "pledge and review" was weak governance? In this year's declaration, governments are invited to recognize that they are burning the planet and told they are welcome to do better. A language starkly at odds with the challenge we face.

36 “recognizes” 32 “notes” 21 “recognizes” 18 “welcomes” 14 “invites” 8 “underlines” or “underscores” 6 “decides” The text of COP agreements is always lawyerly, but by any objective accounting, the final text of COP28 is weak with few meaningful decisions. 🧵

We have a #COP28 deal World leaders are finally being more explicit about the keys to a successful transition: renewables + energy efficiency ✅ Despite stating that efforts should be aligned with the 1.5°C goal, the text leaves many inconsistencies in how this is achieved 👇

The COP energy package of 13-Dec draft wording, before and after, word by word 🧵 First the context text: 🟢"1.5" in there💪 🟡"Calls on" - back to where we started! (So much more to say on this, but I don't understand!)

You've nearly reached the end of the thread. Now for the good news: - the text is more explicit about the key climate solutions - renewables and energy efficiency. - In contradiction to weak actions the text keeps 1.5 degree alive: But what miracle will get us there? 5/5

- By prominently listing CCS and nuclear prominently as "zero- and low-emissions technologies", the text creates the conditions for further burning of fossil fuels, as the contribution of these industries will remain very limited. 4/5

- The idea that coal power could be "abated" is completely baseless. - While tripling renewable energy is good, the climate does not care about absolute additions, but about replacing fossil fuels. 3/5

First the bad news: Governments are still in deny of the urgency of acting. - A rapid phase-out of fossil fuels is necessary to protect lives and livelihoods on this earth. - The framework of "calling on" governments appears wholly inadequate. 2/5

Today is a big day in the European energy calendar - the release of @SolarPowerEU’s market update 📈 Reminder: this is a key report because solar together with wind will provide the majority of EU power by 2030. My top 5 highlights:
