NC has a system to make sure that if you vote by mail then vote in person (whether early voting or Election Day) your vote WILL NOT BE COUNTED twice. I know because I drafted that process for the
#ncga
in 1974. If you vote twice or induce someone else to it is a felony.

Your brother Charlie was one of my best friends in Chapel Hill 1968-73. We were in the same dorm. May his memory be blessed. (He was political to the end — I saw his 1974 absentee request asking ballot be sent c/o a friend in Kathmandu, but he never made it there.)
@GovHowardDean
I wrote to him at the Kathmandu address — I was at the Orange Co Board of Election July 1974 writing letters to voters. I read Charlie’s handwritten absentee ballot request. /2
🕷️ We’re sad to announce that in just 8 days Louise Bourgeois’ Crouching Spider and Eye Benches I will be leaving UNC. Help us bid farewell by sending us your photos, videos, memes, poems, paintings or goodbye messages for our favorite 8-legged friend & the all-seeing benches! 👁️
As we ponder Eric Reid taking a knee at the Carolina Panthers game yesterday to protest racial injustice, remember in 1913 Joe McNeely was lynched at what is now the 20-yard line of BoA stadium, just two months after Silent Sam was dedicated in Chapel Hill.
There is no jar of at soil at
@MemPeaceJustice
from the site of Mecklenburg County’s first documented lynching. The
@Panthers
stadium actually sits on top of the site.

Raleigh has had face covering order for a week or so, but my local Starbucks in NW Raleigh told me this morning there was a substantial increase today in customers wearing face coverings, now over 90%. Clearly statewide order changed behavior to the better. Also coffee was good
Just finishing a 9-hour Wake County Board of Elections meeting where we approved and scanned in 30,000 absentee ballots. We have 8,500 more to do in the morning, including 2,500 that came in today. All those will be in Election night totals ... (more) /1

A good USPS story: Wake Co elections got ballots in our PO Box SUNDAY, highly unusual. Today USPS made SEVERAL runs with ballots directly to our board office, bypassing our PO Box. One ballot delivered TODAY was postmarked TODAY at Raleigh- Avent Ferry Rd USPS station. /2
#ncpol
I requested my NC absentee ballot last Monday, it was mailed out Friday, I got it USPS Saturday and mailed it back USPS before mail pickup time Saturday. Wake Co got my ballot today and it’s already scanned in and accepted. (There was no mail delivery Sunday or Labor Day)

@cowabungatime
Shelby County TN has voted Democratic the last 7 presidential elections. But the county government was in the hands of the GOP as Democrats don’t bother to vote in off-year elections (when county officials are elected). Until this week.

Well past 7pm closing there are still long lines of Fulton County voters waiting to check in to vote — if everyone stays in line some sites may not finish voting til after 10 pm

Charlie and I + Elizabeth Anania ( Elizabeth Edwards) watched draft lottery together. She recounts this in her autobiography. In 2004 Elizabeth, Charlie’s college girlfriend and I put together a scrapbook about Charlie. Elizabeth talked to Howard at the NH debate about Charlie.
Wake County Lake Lynn Community Center in NW Raleigh has over 400 people in line to early vote at 7:50 am. Polls open at 8 am. I’ve never seen this many in line here.

VOTER PRO TIP: DO NOT MARK YOUR ABSENTEE BALLOT WITH A SHARPIE (bleeds through and tabulator kicks it out) Then D/R team marks it on a new ballot and all 5 board members review it. We had 9 of these today. ALSO: DO NOT USE A YELLOW HIGHLIGHTER TO EMPHASIZE YOUR CHOICES.
When the Attorney General of my state texted me at midnight to talk about processing absentee ballots for someone who also votes in person, I told him it was never too late to talk to me about any election law issue.
@realDonaldTrump
Yes. Mail ballots come in for days. A flood came in Monday and Tuesday and need to be counted too. Remember our military absentees! You don’t want them to count??
@LPDonovan
@daveweigel
I have more updated info on the 30 “duplicates” and “spoiled” in the NC absentee file. Many are college students who had requested ballots from home county sent to dorm, but when dorm closed they requested it to be sent to different address. Counties “spoiled” the first request

Since initial supplies of vaccine are finite and limited, will the

also release a list of the 600 teachers, chronically ill and other front line workers who will have their vaccines delayed ?
Wake Co Bd of Elections is finishing processing voter registrations of 6,000 17-year olds who turn 18 by Nov 5 and pre-registered to vote at age 16 or 17, they can vote in the Mar 5 primary. Voter cards will go out Monday. Should bump Wake voter registration from 814k to 820k !!
EXCLUSIVE: Absentee ballot envelopes in North Carolina fit into "a pattern of fraud" — and this article has photocopies of Bladen absentee ballot envelopes and lots of quotes from me.
#ncpol
Because of this no North Carolina election returns will be released until 8:15 pm. On the bright side there will be a shorter time gap between release of early/mail ballot totals at 8:15 and Election Day totals.
As of Friday August 3:
35 days until NC absentee voting starts (Sept 7);
70 days until regular vote registration ends (Oct 12);
75 days until NC early voting starts (Oct 17);
92 days until NC early voting ends (Nov 3);
95 days until election day (Nov 6).

After 6-year absence, early voting returns to NCSU campus, thanks to strong efforts by

administration and student government. Wake County will have 10 sites spread out through the county, running 7 days a week for 18 days Oct 17-Nov 3.

One thing I’ve noticed having now visited the outside lines at the 7 of the Wake County’s early voting sites I’ve been to is that of 1,000 people 98% were wearing masks already and wearing them correctly, even while still OUTSIDE
Just met our

ordered re-run it’s the same 3 candidates, Harris, McReady and Libertarian. Harris can only be replaced with another GOP candidate if he moves out of state. If US House orders new election we start over with filing, primary if needed and election.
My NC absentee cast Sept 7 has same value as one from a soldier in Iraq we get back Nov 12. Same value as early vote cast Oct 15 or an Election Day vote cast Nov 3, or a provisional ballot cast Nov 3 with address change. All are 1 vote, with final tallies at county canvass Nov 13

There are a LOT of college students who don’t have drivers licenses. NC law specifically allows college student ID to be used for voting if the state has examined and approved the ID issuance process.

My wife is descended from John Rolfe who came to Jamestown in 1610, and from his spouse Matoaka (Pocahontas) whose family lived there for eons prior to 1610. I’m not impressed with your credentials.
It doesn’t matter in which order ballots are counted. They are all worth one vote. The total results of lawful ballots are reviewed and certified by local and state election officials. A baseball score is the same whether you count runs from 1st through 9th innings or 9th to 1st

Just had my second Pfizer COVID-19 vaccination here at Duke Regional Hospital in Durham, courtesy Duke Employee Health. Waiting the 15 minutes post vaccination. Was last here in 1984 when my older son was born here. Architecture reminiscent of Pyongyang.
I’m teaching a graduate school class at

on election law * election data starting Sept 30. I haven’t finished my syllabus yet (still procrastinating) but I apparently will need to have a unit on how many times you can vote and who you should accept election law advice from.
Tomorrow I’m working at an Election protection hotline/boiler room 6 am to whenever. I’ve opened my DMs — no North Carolina election question or problem is too small.

Was in Louisburg this morning and heard interesting story - an early voting site worker (maybe site supervisor — functionally Chief Judge) was accused of intimidating minority voters. Franklin Co BoE had emergency meeting 7 am Thursday and removed her from that position !
Wake County NC 2016 TOTAL turnout was 531,256 (mail, early and Election Day). Our final early vote plus accepted mail to date is north of 535,000. Many days more of mail plus Election Day to come.

sample here are all military or overseas. “Spoiled” in NC election lingo is either person voluntarily returning ballot for a replacement, or person who voted in March 3 primary and automatically getting ballot but are back stateside and cancelled request. No need to worry (yet)
What civic engagement in Wake County! In 2016 turnout was 75% of registered voters, with 531,000 votes cast. In 2020 with provisionals yet to count and some absentees, we are at 632,000 votes cast, just a hair short of 80% turnout of a larger pool of registered voters.

North Carolina is now accepting vote-by-mail applications for the Nov 3 election. As indicated, ballot mail-out starts Sept 4 (earliest in the country), so if you apply now put the address you want mail sent to that week.

My older son and daughter-in-law were among the 43,000 patients in the Pfizer COVID-19 vaccine trials. If FDA approves the vaccine, I’ll certainly sign up to take it whenever my tier comes up.
And BallotTrax is live to track NC absentee ballots at —spouse and I opted in for text/email/phone call and got all three just after 5pm today . Hers said ballot is on way and it in fact arrived here today! Says mine has been accepted

My wife has taken Hydroxychloroquine 15+ years for Lupus. We’re concerned about her next refill. Some guy on TV just made the bald assertion she is immune from COVID-19. WTF
“Felony murder” is the doctrine by which any person committing a felony in a group where a person is murdered by one of them is guilty of murder regardless of what their own felony was. Might be just those proximate to the deceased officer or everyone in the building
Just got the Pfizer COVID-19 vaccine first dose over at clinic near Duke Raleigh Hospital. I’m 70 so I’m in that 65+ eligibility level. Waiting during 15 min observation period. (got appt thru Duke Academic Employee health 10 days ago) /1
Hello. It’s not that I’m “scared of you”. But my wife is on immunosuppressants and the vaccine generates no antibodies. People like you that refuse to be vaccinated are a danger to those who can’t protect themselves. We don’t need to stay at home in hiding, YOU DO. Retire.
If you search the
@newsobserver
hard enough, the first mention of today’s election in Raleigh and Cary appears on page 8. Page 1 covers a story on a startup deal to boost athletes on social media. Anyway, voting is already open, ends at 7:30 pm tonight.
My best suggestion on NC absentee ballots: return them TODAY as lines will be shorter. County elections office during business hours, early voting sites 8 am to 7:30 pm. If using USPS today go into the Post Office and have clerk hand cancel, consider $7.25 Priority Mail.
#ncpol
if you have NC absentee mail ballot and have decided who to vote for — find a witness, mark your ballot, sign envelope, have witness fill out all 3 witness lines, and mail it in ASAP. I suggest at a USPS blue mailbox or post office. Or deliver to county election office weekdays
@Taniel
a slick oversized mailer was sent to attorneys at opening of filing trying to recruit more Democratic candidates for Supreme Court, apparently funded by GOP operatives. Also spectacular backfire as it coalesced angry Dems around Earls and might have DISCOURAGED Dems from running

Everyone focus on absentee process in their own state. I just got a DM from NC voter worried that their ballot envelope didn’t have an inner secrecy envelope inside to put the ballot in before putting in outer envelope. NC DISCONTINUED INNER ENVELOPES IN 1977 DUE TO VOTER ERRORS
Reupping: NC absentee ballots received by county boards of elections by 5pm Mon Nov 2 will be in election night vote total. If you have an absentee ballot + have decided who to vote for: get a witness, follow instructions, send your ballot in soon. Will smooth processing.
