gun rights differ between ownership and carrying. ownership is a legal right in the US, carrying it in a public place is not
in CA, for example, it’s illegal to carry in the open in public, concealed is legal with a license, with limits. In AZ next door, basically anything goes

in CA it is legal to carry a concealed weapon with a license, yeah
issuance of those licenses is by the county sheriff, and some counties refuse to issue any licenses (i.e. San Francisco). Recently some courts changed that to be more permissive in CA but idk the whole story

I think the point is that $2k/yr is not enough to sustain even one person for a year, so they will need other income
