They don't realize that "the AI will do millions of jobs" is 100% synonymous with "it will make all of us vastly more wealthy and better off than we are today"
The average citizen does not understand what a threat AI presents for our capitalistic economy. You can't just eliminate millions of jobs overnight without destabilizing the entire economy.

The paper didn't say it failed this task, it said it was ineffective at gathering resources, replicating itself, or preventing humans from shutting it down, which I guess are the three biggest risks.
