The context is different. Enver Paşa and his sibling Nuru Paşa directly aided Azerbaijan in 1918 to secure sovereignty and liberate Baku. This is why these two Ottoman officers have been admired in Azerbaijan even they may be considered controversial figures in modern Turkey.

While Russia is punished by int`l community at all levels for her invasion of Ukraine, Armenia enjoyed impunity despite its invasion, occupation, war crimes, ethnic cleansing and ghost towns in Azerbaijan, for almost 30 years.
Russia, an authoritarian state that waged war against Ukraine, is isolated. But Azerbaijan's leader Ilham Aliyev, who did the same against NK and Armenia, has a platform. Despite blockading 120k Armenians and a poor human rights record, Azerbaijan seems to have escaped scrutiny.

Built by Persia`s and Erivan`s Turkic dynasties (Safawi, Afshar, Qajar) for local Shia Turks, which was later named Azerbaijanis.
So no need to play word games in order to revise history. The present-day Azerbaijanis did not appear only in the 1930s when Stalin called them so :)
The narrative has become quite strong that the "Persian Mosque" is named out of evil cultural erasure. Except it was built by the Persian empire in the Persian style. It's important to remind that mainly Shia Turks worshipped there- but this is not comparable to Az's Albanization
