Looks like players were intended to be able to customize their Inkling or Octoling’s facial features (scars or freckles), but the feature was either cut or delayed.
The textures are only present in version 1.0.0. They were all replaced with empty files in 1.1.0.
Apparently, Splatoon 3 was planned to have the option for freckles or scars on your inkling/octoling, but the idea was scrapped. The textures are still in the files though, here's what they look like on the model.

Big Man wrote it, taking inspiration from the experience of being chased by Shiver and Frye after they learned Ian BGM’s true identity.
フェス用バトルBGMに、すりみ連合の新曲「鉄槌ピシャゲルド」が登場だ。
RANOMATの正体を知ったフウカとウツホに鬼の形相で追いかけ回されたマンタローが、その体験を元に書き上げた。
「ものすごく怖かったけど二人は最高にかっこよかったんだ」と青アザの残る顔で彼は語った。

The attackers’ left paths to mid were partly removed, and mid was extended.
To attack from that side, one must now climb a wall or use the grate.
