6/6 IC Shepherd sends Council a message: Either respect (enforce) the Code's 'regulation' of your political speech, rewrite it, or drop it. Penalty -- reprimand versus pay. That's IC's call. @_MarkSutcliffe who has very clear views of online toxicity will have to make statement.

5/6This is IC Shepherd's judgement call -- it's the 'persistence' of targeting an individual. That's the 'harassment'. It isn't the meme itself. We all agree that public officials must adhere to certain norms of behaviour. @PlanteSteph613 represents the City of Ottawa. #ottcity.

3/6 Let's take Plante's use of 'A man has arrived to share his manly view'. It's funny. We shouldn't create a chill effect on political speech, which is fundamental to democracy. But I don't think that IC Karen Shepherd is going in this direction. She's addressing the Code.

@EvanHPotter @Charlie_Senack @PlanteSteph613 I disagree with the Integrity Commissioner's finding here: it is one thing to admonish, quite another to levy a penalty. The IC is drawing a new line here. In my view a public admonishment would have been sufficient. The IC ruling goes too far. #ottcity.

@EvanHPotter @Alex_S_Cullen @PlanteSteph613 @KenGray Yes, they are. My personal experience is the disrespect shown during public delegations is more common and more damaging than what we saw here. Next time I see a councilor post a vigilante tweet, I'll report it. I've seen that more than once. And from more rather than one.
