Foreign farm workers who come to the USA on an H-2A Visa don't pay payroll taxes, nor do their employers. There are 400k of them making an average of $20k for six months of work a year, and payroll taxes are 15.3%, so we're subsidizing farmers $1.2B a year to NOT hire Americans.
