The English Devolution Bill should make provision for MCAs to propose new public service administrative boundaries, aiming for greater co-terminosity. These would be subject to a governance review style consultation and approval mechanism. Thoughts?

In my view CAs should be enhanced - more local integration to create combined public service systems. Then a clearer role for Cllrs in local public service governance in a place. And some form of LPAC using existing political capacity to provide the scrutiny. Cheaper too.

Enhanced accountability yes, but not by dividing CAs. The combined element presents real potential to fuse policy, delivery and system stewardship and that will create better governance of places. I tried to explain this a bit here - https://t.co/shQgD92Kfz

Two things should change. First, we should get rid of the "combined" in combined authority. Mayors should be held to account by directly elected politicians, not by the leaders of local authorities. Mayoral scrutiny and running boroughs are totally different jobs.

There's lots of interest in how policy making that is iterative, incremental and based on feedback rather than assumptions. It's something I'm fascinated by, whether we call it #policybydesign, #adaptivepolicy, #agilepolicy or, as @PublicDigitalHQ do, the #radicalhow
