2). States can use what they already pay in unemployment benefits toward their $100 "match," hence no new burden.
This executive order just doesn't cut it, folks. Not only does it cut benefits for struggling Alabamians by $200 a week or more, states now have to foot part of the bill even though their budgets are already under water.
