The ratings aren't based on how many are on the road. The IIHS takes like 10 or 20 of each car and runs the same exact series of safety tests on them, per car. So no, Teslas are safer according to them. And in general they just are the safest cars, these tests don't take into

IIHS are the tests and not real world results. The real world results are out there for everyone to see and statistics show that Teslas are significantly less likely to get into car accidents by about 10 times. It's because of the self driving software, not FSD but the basic
