China wants to cling to that “gentlemen’s agreement” which probably never existed, but ignores UNCLOS, a binding treaty that says submerged features cannot be claimed as a sovereign territory, and that one cant just draw lines arbitrarily on the sea to claim entitlements.
NSC Assistant Director General Jonathan Malaya said that the council is not aware of any “gentleman’s agreement” between the Philippines and China referred to by former Presidential spokesperson Harry Roque.

Also, the PH warship has been there since 1999. ASEAN-PRC Declaration was signed in 2002, freezing the status quo. Only in 2014 did 🇨🇳 start to block the resupply mission, & only occasionally until early 2023, when it has become regular.🇨🇳 is trying to change the status quo.
The 2016 arbitral award under the auspices of UNCLOS, to which PRC is a state party, has invalidated the dashed line claim. So that’s just another falsehood to undermine a coastal state’s legitimate exercise of sovereign rights in its EEZ - which are not “Chinese territory”.
