6️⃣ On the Taiwan issue. On one hand, we wanted all stakeholders represented—incl. 🇹🇼—no censorship. On the other, we had to strike a careful, principled balance for 🇨🇳 to remain engaged & invested in the process. Looking back, I smile at the things we did to make both possible.

4️⃣ Transparency works. When images, videos & independent reporting expose what’s happening at sea, truth beats propaganda and malign influence. Genuine debates can happen.

3️⃣ A participant likened the PRC to an elephant and the rest of us to ants: “Every move of the elephant can crush the ant.” The elephant will never understand the fear or pain of an ant. It sounded ironic. The same state that preaches sovereign equality treats others as ants.

2️⃣ International law isn’t the be-all & end-all, but it’s the best guide for compromise. Overlapping EEZs? Legitimate disputes. Overlaps with a made-up 9-dash line? No reasonable compromise can ever come about Joint development can’t happen when one side rejects the law.

UNCLOS says every coastal state has 12 nm of territorial sea. If one country treats parts of the sea 1,000 nautical miles from its shore as if it were its territorial sea, do we simply look away and accept that as the law being “elastic”?

1️⃣ There is no alternative to a rules-based order. Nobody really disagreed with that. Likeminded states reinforced the concept. Describing international law as “elastic” only excuses those violating it. For example…
