We're dismayed that plans to increase charges on the Warburton toll bridge have been upheld, which means tolls could increase from 12p for a one-way trip, to a maximum of £1 each way.

Fees are not a tax, for years the Government subsidised Uni education despite the fact that the majority of people did not attend Uni. Now they charge fees, but they do not ad a tax to those fees.
