@NJisdoomed @PATBR0DY Bottom line, if Biden submits this to Senate it’s a treaty and needs 2/3rds vote to become a legally binding treaty. If the senate either doesn’t vote on it or votes and doesn’t pass with 2/3rds voting Aye, doesn’t really matter what they call it. It’s not law in any way.
