. Facebook is valued (by investors) on the number of daily/monthly active users. Essentially the same users creating multiple accounts inflates the metrics of daily/monthly active users on Facebook or Instagram.
My take is everyone is doing a bad take based on Buzzfeed clip taken out of context. Senator himself explained what it means at top of hearing much earlier and direct relevance to valuation of company (similar to Facebook’s SUMA fraud lawsuit - single user multiple accounts).
