I do not see this logic. In fact, I can also see some issue with reviewers who print out applications and get them mixed up. Never hurts to have a small reminder of what proposal they are evaluating. For the online readers, as @Bruce_G_Allen wrote, reviewers adjust page size.

[2/3] CIHR insists on this formatting because leaving blank space in margins increases readability, lowers levels of eye strain and generally improves accessibility for reviewers. We will be updating our Project Grant instructions accordingly for the next competition.
