Einnahmen aus CO2 Preis zurückgeben ist richtig, aber Klimageld ist das falsche Instrument. Man sollte verzerrende Steuern senken statt Lump Sum Transfer zu verteilen. Hoher Verwaltungsaufwand für neues Instrument ist ebenfalls überflüssig, erläutern @Dominik__Sachs und ich hier:

Growing fiscal pressure reduces the optimal degree of income tax progression. The reason is that raising revenue and redistribution are competing tax policy objectives.
