State law most certainly does apply to federal agents. You’re committing malpractice by repeatedly advising federal agents to ignore state law. They ignore state law at their legal peril.

This really alters the import of what the Times reports, as they are over-sampling those judges whose orders have been challenged or rejected, and under-sampling those who may have a more neutral perspective on the questions asked.
So the Times survey oversampled judges from D. Mass., D. Ore., N.D. Cal., & similar districts, where even (due to blue slips) the R-nominated judges won't be representative.
