           Government is taking a sensible approach to including nature-based GHG removals in the UK ETS. It's impossible to stop #climatechange without nature but offsets shouldn't allow industrial emissions to continue ad infinitum.              🗓️ Today marks one year since @DefraGovUK launched a ‘rapid review’ of the Environmental Improvement Plan. 🪟 @OfficeforEP has warned the window to get on track to meet environmental goals will soon slam shut. 👀 Safe to say there’s a lot riding on the new plan.

             Perhaps more than the harm it has done to ancient woodland or chalk streams HS2's worst injury to nature has been scapegoating environmental protection. Nature laws cannot be blamed for the huge delays and burgeoning budget of this struggling project.

             The whole point of Part 3 is to enable development in a way that's compatible with nature restoration, not to force an artificial choice between the two Sometimes nature should simply be off the table for development but most of the time good planning can work out wins for both.

             Part of the reason the #PlanningBill faced such a hard time in Parliament is because of inaccurate & divisive bat-bashing by senior ministers.              Problem: cost-saving and face-saving privileged over effective regulators Commission says: new single water regulator Government should: set nature-recovery as top priority for any water regulator (not private investment), invest in monitoring & enforcement.

             Problem: financial engineering privileged over physical engineering to maintain pipes & sewers. Commission says: asset resilience standards & supervisory regime for companies. Government should: beware regulators "going native". Stick to a rules-based system for accountability.

             Problem: private water company interests privileged over public interests. Commission says: add public interest test to water company licence conditions. Government should: set bar when public interest sanctions must be triggered, add consumers & environment reps to boards.

             Problem: economic interests (low bills) chosen over environmental interests: no action. Commission says: set short-term, sector-specific goals thro' Regional Water Authorities.              The Water Commission report is out today. It's a catalogue of failings allowing short-term economic opportunism to stomp on good environmental sense. The Commission sets out some intelligent architecture for change, but largely leaves it to Government to add the ambition.
