🎧 Episode 2 of our Movement is Life
#podcast
is out tomorrow! We are joined by Prof.
@KateAlvanley
, Honorary Professor of Public Health Salford University and former Director of Public Health Wigan Council, discussing public health as we know it & its evolution over the decades.
I heard Yvonne’s evidence. I’ve known her for 30 years. She’s a colleague for whom I have highest regard, for her extensive knowledge & experience & her integrity, honesty & humanity. Very hard to hear how she was treated just when her expertise was most needed
#CovidInquiryUK
Prof Doyle (of PHE) tells Covid inquiry she was told not to do interviews without sign off from Hancock when, in Jan 2020, she told the press there could be Covid cases in the UK, that it was not clear whether asymptomatic infection could occur, and vaccines could take 6 months
On some personal news, as I turned 60 years young a few months ago, my long-planned retirement after 14 very happy & successful years as Director of Public Health for Wigan takes place 1st July. I’ve been very honoured to work with such wonderful colleagues & citizens.
@AndyBurnhamGM
From a public health perspective, it’s a no brainer to retain mandatory face coverings on public transport and in essential enclosed public places … it’s the socially responsible measure to protect our fellow citizens whilst new infection rates are rapidly escalating. I despair.
My last day as Director of Public Health
@WiganCouncil
after 14 fantastic years and what an auspicious day to retire on & move on to life’s next big adventure as it’s one of my great musical heroes’ birthday ..

still rocking👇 👏👏👏👏👏👏👏🥳🥳🥳🥳
Excellent thread from

#CovidInquiry
yes for me as a former DPH & chief emergency planning officer .. the key question has always been why did the government not use the normal major incident response system & not engage properly with councils ..ignorance or ideology?
Monday was another damning day for the government at the Covid Inquiry.
It is becoming clearer what the recommendations from the Inquiry are likely to be…
But there is also a bigger question raised about criminality…

Meanwhile local councils contact tracing teams are doing amazing work on a shoestring. my own team has maintained a 93% success rate overall & their efforts over the last month have successfully contained 3 outbreaks of South African variant

I despair! What is the point of the hours of hard work I and colleagues right across local gov, police, nhs, fire service, education, voluntary & community sectors & all the sacrifice made by responsible citizens & businesses ....
#COVID19
hasn’t gone anywhere!
As a long serving DPH & chief emergency planning officer, I fully support

in England will not be fully operational until end of June and too much easing of lockdown makes second pandemic wave inevitable. A must read.

Solidarity, Dom, this is completely unacceptable. Proposed changes to guidance on local measures should be formally discussed and agreed with local system leaders & should be supported by robust evidence and risk assessment ...as per the national contain escalation process.
@implausibleblog
And I was the lead DPH mentioned in passing who led the establishment of Greater Manchester’s multi agency contact tracing hub supporting the local work of all ten boroughs… went live in June 2020 and consistently outperformed national test and trace.
@NicolaSturgeon
So very proud to be a Scot this week especially yesterday’s heartfelt, dignified & uplifting ceremonies which were a wonderful & fitting farewell to the Queen of Scots. A huge thanks to all involved .. they have done

Wee bit surprised about the suggested need for help with interpretation of public health data ... this DPH from GM has about 30yrs experience in doing so & over 20yrs experience in outbreak management..
@carolvorders
Well done Baroness Hallett for not standing for any nonsense from Cabinet Office. The covid inquiry is crucial to us being better prepared for the next pandemic .. there will be one (it was my third) and a nation’s response is predicated on its state of preparedness.
Aw thanks so much to my lovely ceo
@AlisonMc_F
… between you and the Leader I’m all teary-eyed. It’s been fantastic to work with you as part of

Today, we say farewell & happy retirement to the wonderful

A true champion of community-led public health - thank you Kate for all that you have achieved for the people of Wigan Borough & beyond.
Seriously...does anyone in

actually know what local government (clue in the second word) does or has read the Civil Contingencies Act 2004 and roles and responsibilities of mass fatalities planning???
@ShaunLintern
Hope you’re listening to Angela McLean this morning … she’s an excellent witness … clear, concise, cooperative, illuminating, straightforward really telling it how it was and not in any way defensive. I suspect if she and JVT had been in charge things would have been different
This explains a great deal & yet again reinforces the consistent argument a number of us have made for months that local authorities & LRFs should be asked to organise regional supply & distribution .. far more resilient, flexibility & ability to prioritise & mutual aid.
I looked into *why* the supply of Covid-19 rapid tests has been so badly disrupted in the UK.
TL;DR: All of the distribution is being handled by a single company which will be closed for 7-8+ days around Christmas and New Years' Eve and therefore shortages will persist.

Interesting that there is no reference to Dr Caldecott’s connections to PX on his RSPB biog…. I’ve checked this afternoon as a very interested member … and I’ve registered for the AGM.

as an ex DPH completely agree. I led the establishment of Greater Manchester’s multi-agency contact tracing hub established in 8 weeks at a tiny fraction of the cost of Test & Trace which it consistently outperformed👇
#CovidInquiryUK
The Covid Inquiry has been asking questions about whether Lockdown could have been avoided. Some (like Sunak/Johnson) have interpreted this as suggesting we shouldn’t have locked down. It’s the entirely wrong interpretation and not the question the Inquiry is asking…

would have been better to ask experienced NHS and LA leaders who know what's needed to do this. T&T is so important as our collective insurance it needs the brightest and best from public service to review and lead. Public health expertise must be drawn on

Devastating news… I was honoured and privileged to work for Peter during his time as Leader. His passion and commitment to tackle social injustice and health inequalities was wholehearted . I will miss his wisdom, kindness & humour. Deepest sympathies to Joy, Anna & the family.

@tamcohen
I listened to both
@covidinquiryuk
evidence sessions today & as a former Director of Public Health what I heard is utterly appalling but also reaffirms the experience those of us in English local government had in dealing with UK gov.
A no10 official called Alexandra Burns was v concerned about discharges to care homes - writing to colleagues on 3 April that she was worried about possibility that “many die” in care homes.
Matt Hancock talked about the “protective ring” around care homes in mid-May.
Sarah Pickup makes the absolutely crucial point about investing in civic society & citizen ideas not just "social prescribers"... There has to be something to "prescribe to"

We’ve been here before and not in a good way …I’m getting deja vu of my formative teen years in the 70s when the UK had to go cap in hand to the IMF.
@HPIAndyCowper
The NHS has created an entire industry of governance process, assurance & appraisal which doesn’t appear to be fit for purpose. Even Beverley Allitt who is the only directly comparable case back in 1991 was detected after 59 days & the police immediately called in by management.
1) The responsibility for health and wellbeing in local government is not new but has a long and prestigious history. From the Victorian Public Health Acts, it was local government that held the principal responsibility for the health and wellbeing of their populations.
‘Models did not reflect how care homes actually work’. People died - lots of them - because there was no seat at the SAGE table for anyone who understood social care. Fatal incompetence!
When I was a teenager, I wanted to grow up to be Debbie Harry & Chrissie Hynde …seeing those two legends perform

Before Johnson gives his evidence we should consider a few things:
1. Just how bad was the UK pandemic response?
2. How much could Johnson have affected this?
3. What was Johnson’s intent?
4. Was there any overt maleficence?
Thread 1/n (buckle-up!)
Anna Morris, "On the 24th Feb 2020, Public Health England are making it clear that there should be no discharge to care homes because of the risk of infections that that would create. Is that correct?"

I’d point out that local control & extra national investment by government in a dph led system should be immediately given to all councils not just tier 3 as the objective surely is to halt the escalation between tiers!
Local contact tracing is where local authorities set up local teams to contact cases that the national team is unable to reach within 24hrs.
They're seen as part of the solution to rising case numbers in England.

They need to be banned
I will be moving to a portfolio career working 2-3 days per week on progressive public health policy areas I’ve espoused & championed during my DPH career utilising my expertise, experience & track record of successful delivery.
We're hearing a lot about hospitals, but here's a piece I wrote about the warning lights now flashing in the primary care system, here and elsewhere in the north - and fears that government is neither fully seeing or heeding them
