Challenging institutions to deliver is an implicit defense of them: it assumes they can function better. And it's distinct from attacking them, dismantling them, and short-circuiting them, which is the platform that has worked for the populist right.
Democracy framed as the defense of institutions didn't work. The American people know their institutions don't work democratically in the first place. The message is that they must be challenged and remade to deliver political and economic democracy to their own material benefit.
