Except it isn’t l—they’re using reasonable force to arrest an illegal alien who is clearly resisting arrest. Why shouldn’t they put him in a chokehold? Presumably they said “You’re under arrest put your hands behind your back, please”…and he didn’t.
North Carolina law is clear: §14-32.4(b) makes “assault inflicting physical injury by strangulation” a Class H violent felony. Punishable by up to 3.5 years. This is that.

These “indigenous” renamings are intentionally unreadable and obtuse. If they wanted people to actually use the name, they could’ve spelled it “Utkiavick”—thats how it’s pronounced. But the point is to humiliate you, so they make it as annoyingly foreign as possible.
