It's a deliberate choice to expose those most vulnerable to a high risk pathogen in an environment they can't avoid, even if it means they die or develop long COVID. There's nothing passive about this- given how simple prevention would be. It's a choice.

People aren't just catching COVID in hospitals- they're being exposed to COVID as part of a deliberate policy choice of not taking any precautions. This is entirely a preventable issue- and it's a choice to let vulnerable people die of COVID they were exposed to in hospital.
