This is pretty big. A proposal backed by Colorado’s most influential Democrats would eliminate single-family-only zoning in dozens of the largest cities.

Rep. Stephanie Vigil is the first full-time gig worker (she works for third-party delivery platforms) elected to the Colorado legislature. “Honestly, I'm a poor, working-class citizen and getting into government with that perspective is, I think, really important.”

Just a reminder: Employers in Colorado must provide paid leave for vaccinations and side-effects. And they can't stop workers from scheduling appointments during work hours.
OK, one more: I finally quantified how much Lauren Boebert's race is attracting unaffiliated voters.
In 2022, *nearly 80%* of unaffiliated voters in Boebert's district have chosen the Republican ballot.
That's compared to about ~43% last time around.
New: Denver has no record of a security guard license for someone with the shooting suspect's name. That could be a legal issue for his employers. Per city spokesman Eric Escudero:
Kroger, Safeway, Target, Whole Foods, DoorDash and Instacart spent $13 million trying to convince Colorado voters to allow wine in grocery stores & alcohol delivery, with little opposition.
Both measures failing at the moment. What drove your votes on this?

Some people have it together and know what they're doing, but some who venture up there are complete ass clowns. We may not be able to reach you if you have an emergency up there, so be prepared to abandon your vehicle, be stranded, or be seriously injured and inconvenienced.”
23-year-old Neven Stanisic's family fled to Colorado from the Yugoslav Wars in 1998. Says their reverend, Radovan Petrovic:
“The family is wondering, how this can happen here in this country, to which they fled from war from madness, from poverty?"
A simple, powerful statement from Thomas James, cited as a hero in stopping the Club From shooter. He remains in stable condition at Centura Penrose Hospital.

spreading, sheriff's deputies escorted a bipartisan elections team to collect all the ballots and lock the ballot box in Grand Lake this morning.
Square footage requirements would be eliminated statewide except for fire/safety reasons.
Limits on unrelated people living together would be banned statewide, ending a long fight in Boulder.
New: Polis just signed a law to make rental applications easier. Renters can now pay for a single background check and bring it to multiple potential landlords. Cuts back on landlords' ability to charge pointless fees.

Defendant Matthew Dolloff appears in virtual court this morning. He is accused in the Denver shooting and reportedly was acting as a private security guard for 9News.
New: Parking minimums would be banned in many Colorado cities under a new Democratic proposal.
The measure says most Front Range cities + Grand Junction can't set minimum requirements for the number of parking spots in a development.

I’m in awe that our emergency agencies recognized a fast-moving threat, mobilized, and then evacuated tens of thousands of people in the face of an unprecedented disaster, all within hours.
What does it take to do that for climate change itself?
In a sense, Adam Frisch lost this election in Pueblo County.
He kept pace with Gov. Polis throughout most of the district, and over-performed him in the west. But he underperformed Polis by 1,200 votes in Pueblo.

Townhomes and multiplexes up to six units would be allowed by right in all residential zones of many urban cities and metro suburbs, from Fort Collins to Colorado Springs to Grand Junction, plus places like Lakewood, Boulder, Arvada.
Someone is shot dead and people’s immediate reaction is to decide what “side” was responsible and to cash that in for viral tweets. Local media played a role this time with an apparently bad assumption. Step back. Ask why this is happening and what role you’re playing.

Gas station clerk: "Anyone ever say you look like Beto O'Rourke?"

Man, I just felt so empty this week after Boulder last week. I hope you're all finding some healing, especially those directly affected. The long silence afterward is its own awful thing.
New: A YIMBY priority hits the statehouse. Two Democrats propose a bill that would allow smaller multifamily buildings to only have a single stairwell.
They argue it frees up more space for housing and that 2 stairs not necessary for fire safety with modern construction.
New: Colorado special session tax changes provide nearly $500M of tax benefits to Colorado households making less than $50k.
That will be paid for by reducing the TABOR refunds of higher-income groups. And it’s larger than the $430M of property tax cuts.
NEW: Colorado will vote on an affordable housing measure this November.
#108
would dedicate 0.1% of state income tax revenues for affordable housing. That could be $270M next fiscal year, if it passes.
It doesn't increase tax collections, but it would decrease TABOR refunds.

Quick 🧵: Colorado progressives go on offense with 'luxury' property tax ballot initiatives.
A few new proposals, but they all aim taxes and fees at properties with real value over $2 million. They aim to raise $400M in annual revenue.
Rep. Marshall took the dais to say that Holtorf had earlier spoke against the bill, making his misvote hard to believe.
“This is why people lose trust in government,” Marshall said, drawing chastisement from the speaker.
“He’s right,”

NEW: Colorado's Democratic leaders will move to grant union organizing rights to practically all public sector workers, from firefighters to teachers and sanitation crews.
Polis and sponsors stress this still leaves flexibility for cities, since it gives them multiple options for reaching some goals. But make no mistake, this is a huge proposal that will put Colorado’s housing debate on the national map.
I called a crisis hotline last night (for someone else, with their consent) and, man, the person who picked up was amazing. A human connection at the right time can save lives.
A bill limiting the use of algorithms for determining rent has passed the Colorado House. The argument is that these tools let landlords collectively push up rent faster.
All but the smallest places would have to allow accessory dwelling units by right. Many cities would have to encourage/allow density around transit and commercial corridors.
Hey, guess what. The single largest contributor to Denver's psychedelic mushrooms decriminalization campaign was...
Dr. Bronner's.
$10,000 from the soap company thru a PAC.
Argument for this bill was that it’s aimed at high rollers. Minimum credit line of $1k, casinos have to do some due diligence that it’s a responsible loan, saves rich ppl from flying with tons of money.
Counterargument, obv, is it gives casinos another way to keep ppl gambling.
The GOP is shrinking in Colorado, with about 5% less active voters compared to 2018. Democrats have grown slightly, by about 2%. Meanwhile, unaffiliated voters are up ***36%.***
Assuming this is mostly driven by the switch to unaffiliated, why is it hurting GOP more?

Today we learn the fate of the GOP's anti-anti-growth measure. It would ban Colorado cities from enacting growth limits, and it would make it harder to downzone.
Dr. Fauci responds to a question about Mayor Hancock's Thanksgiving travel: "Wherever the mixed message comes from, particularly if they're in a position of authority, is not only not helpful but can be detrimental."
Hey! I'm going on parental leave for our second little one (he was born last month, but who's counting.) Really glad to work for an organization that makes that possible.
I'll be on and off here. Feel free to send me tips or generally text. Back around the start of session. bye!
Having a second kid is quite a moment — starting the whole story again, yet realizing this time just how short each chapter is.
Well, here we go! Baby boy was born recently, and we’re all very happy. I’ll be off until next week at least, and taking more time later.
Congresswoman-elect
@laurenboebert
, why did you delete this tweet?
FYI, it is totally standard that the winning side casts a state's votes in the Electoral College. The public was barred from the building due to credible violence threats, a move that the state GOP supported.
Yadira Caraveo (D) is the apparent victor in Congressional District 8 as Barbara Kirkmeyer (R) concedes. This was Republicans' last hope of making any gains in Colorado this year.
Just a few minutes ago I call Representative Caraveo to congratulate her on her win in CD8. While this is not the outcome we hoped for, I am proud of our team and our campaign. And “thank” all of the team, the countless volunteers, the folks who contributed and my family.
Hello! In a couple weeks I'll be moving to

but staying on the Denver city hall beat. I'm excited and grateful, and I'm also very sad to leave my beloved Denverite.
We talk about mental illness as a cause of homelessness, but I think there are many, many people whose mental illness would never have surfaced if they were housed.
BREAKING: Denver City Council rejects renewal of contracts with GEO Group and CoreCivic. They run halfway houses in the city, and private prisons + immigration jails elsewhere.
Colorado would start planning statewide for housing, and cities would have to make plans to hit those goals. Unclear what kind of accountability for those plans.
New: A bill from House majority leader
@MonicaDuran23
would ask Colorado voters to approve an 11% excise tax on firearms and ammo, with the first $45M going to crime victim services.
If the legislature approves the bill, it goes on the ballot Nov. 2024.
Polis just pretended (rather loudly) to break some emergency glass to get out a proclamation of a special session. Room not amused.
It'll convene Nov. 17.
New: Polis orders the state to keep Colorado's National Parks open through the potential shutdown, as was done in 2013 by the state and 2018 by the feds.
The Colorado Option has passed the state Senate on a 19-16 vote. Colorado is very close to becoming the second state to create a government-backed insurance plan, sold by private companies, that will attempt to regulate prices in the health care market.
Colorado also once again cutting its income taxes. But also... on track to approve a tax hike on high-income households to pay for universal school lunch?
That would be remarkable, given the graveyard of failed tax measures in this state.
From public records:
-In-N-Out outbreak may have begun on opening day
-The company did not quarantine the out-of-state workers it flew in for the Colorado launch
-One hospitalized, thankfully no deaths
New?! Colorado Gov. Polis pardons the parents from the "balloon boy" hoax of 2009. Their sentences were measured in weeks, but this clears their record.
Apparently the USFS citation for reenacting a truck commercial and getting stuck on a hiking trail up a 14er is all of $150.

Colorado House committee approves 3-day gun waiting period. 7-4 vote. Hearing clocks in at less than 5 hours, which was surprisingly short.
We'll see if there's more turnout for ERPO on Wednesday and other gun bills in weeks to come.
New: One of the first new Colorado bills would cap epi pen costs. A state program would provide them at low cost to uninsured people with a prescription, and out-of-pocket cost for insured would be capped at $60 per 2-pack
