That is very different from reducing the variance of the score or whatever.

Here’s an actual political refugee who faces persecution by a strategic rival of the US. If returned to China, at a minimum he’d be jailed and tortured. Just as the US welcomed political refugees from the Soviet Bloc during the Cold War, so now it should protect Guan Heng.
