Beware the vague, abstract success criteria. Be on your guard to demand a definition, something quantifiable, or it will be used to justify anything.
One of the useful things about "belonging" is that it isn't measurable. There's no scale or metric. And, critically, a school could have bad *academic outcomes* but say things like "ah yes, but our students have such a strong sense of belonging" It's the perfect edufashion
