Simple -- because it is a hot wallet. Nearly anyone that deposits BTC to Binance will have their BTC moved to this address after some time. Withdrawals are also processed from this wallet.
The scammer is simply posting nonsense and those that don't know any better believe it.

To my knowledge, you should still be able to create a sub-account even if your VIP level dropped to 0, as long as it was ever above 0. You can also ask customer support if not. They may be able to help.
