Not quite. Russia is quitting the EUROPEAN Convention against Torture - a convention under the Council of Europe, which Russia left/was kicked out of in 2022. Russia is not quitting the UN Convention against Torture, a more important (but also not hugely effective) instrument.

It's becoming ever clearer that European leaders remain intent on "compelling" Russia to end the war (i.e. defeating Russia), would send their armies to enter the war, and that the only thing stopping them is even in their delusional state they know it's physically impossible.
The messaging of such activist takes is deliberately vague, as if the Europe public isn't going to realize that "going in before a ceasefire" means joining an ongoing war and that going in after a ceasefire made on the condition of no Western troops means restarting the war.
