When the blue dot is shown, blue light pulses are being locally applied inside the yellow circle, which induces the recruitment of the microtubule severase katanin p60 to microtubules. Upon p60 recruitment microtubules are locally disassembled and the ER network simplifies.

We do try to combine orders and order in bulk where possible and we ofcourse try to reuse them in the department but we still have a massive excess. π«€
