Really pleased to have been asked by @DanNeidle to comment on his detailed work. His final proposal (raise cap to £20m but have a tapered clawback on relief below that level if the farm is sold) should address the issue for the vast majority of family farmers.
New data on farms and inheritance tax: a third of farm estates over £1.5m aren’t farmers but wealthy people avoiding IHT by sinking money into farmland. The Budget hits farmers too hard and tax avoiders too lightly. It needs to change.

@DanNeidle has a solid analysis but we differ on some important points. 1. Number affected. Gov't says 500/year, Dan says 117/year but accepts there is some rounding up. I think this is significantly understated and the real figure is at least one full generation at 500/year,
